Ukraine has made changes to the mobilization procedure that have affected parents with many children. The mobile application "Reserve+", which is used to collect data and manage mobilization resources, has narrowed the rights of this category of citizens to receive deferrals from Current Military Service.
Despite the fact that the law on mobilization gives parents with many children the right to receive a deferral if they have 3 minor children and no alimony arrears, Reserve+ pulls information from the register of large families, which means that the right to a deferral is recorded only for those who have 3 children in one marriage.
Thus, parents whose children were born in different marriages lost the right to a deferral due to incorrect information in the application.
Interestingly, the register of large families also includes men who have three children under the age of 23 from one marriage (if these children are studying at a vocational school or university).
However, the law on mobilization does not provide for a deferral for this category of men.
Thus, the deferral function in the Reserve+ application was implemented in violation of the law twice - it does not provide deferral to parents of three children from different marriages and vice versa - it provides deferral to parents of three children from the same family under the age of 23.
