A ready-to-move-in house for internally displaced persons has been discovered in the village of Dubrynychi in Transcarpathia, but the local authorities have not included it in official registers. As a result, dozens of furnished rooms remain empty, while the displaced continue to search for temporary housing.
The situation was reported by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets after a monitoring visit to the region.
According to him, during the inspection it was found that the building in Dubrynychy is fully ready for occupancy: the premises are furnished with furniture and everything necessary for accommodating people. At the same time, the local community submitted a report to the Transcarpathian Regional Military Administration about the alleged "unreadiness" of the facility. As a result, the building was not included in the official list of temporary residences for IDPs.
In fact, this blocked the possibility of settling people in need of housing.
"The finished rooms are now standing empty, while people are left without a roof over their heads," Lubinets emphasized.
The representative of the Ombudsman in the region, Andriy Kryuchkov, confirmed that the premises meet the requirements for living in. The house was prepared with the support of the Ukrainian Red Cross Society, but is currently not used for its intended purpose.
This is not the first such incident in Dubrynychy. Earlier, another building designed for approximately 100 people was discovered here, which was leased out for commercial purposes instead of housing displaced people.
The Ombudsman's Office emphasizes that such situations not only worsen the situation of IDPs, but also undermine trust in the authorities and international partners who finance the construction of housing for war victims.
Dmytro Lubinets called the situation "blatant injustice" and suggested that it was either a matter of systemic sabotage or gross negligence on the part of local authorities. He has already sent response acts to the Transcarpathian OVA and the Dubrynytsia Village Council with a demand to urgently enter the object into official registers and ensure the settlement of people.
