A Unified Information System of the Social Sphere will be created in Ukraine. Danylo Hetmantsev explained the importance of this decision. The relevant bill was adopted by the government. According to him, the issue of creating such a system was ripe a quarter of a century ago. Hundreds of laws were adopted, providing for various benefits and assistance, the bodies that were supposed to take care of them were created and reorganized, each formed its own database or register.
When asked how many recipients of various types of social assistance there are in Ukraine, even before the war, they answered with different figures with an error of several million. Now, with the appearance of up to 10 million refugees and internally displaced persons, the situation is even more confusing. Some benefits inherited from the USSR, such as the extraordinary installation of a landline telephone or the preferential use of a “radio point”, have not been reviewed for years and cost several hryvnias.
Previous attempts to create a Unified Information System have failed. More than a decade and a half ago, hundreds of millions of dollars in international aid were received for this, but the project dragged on, computer equipment was outdated, and the Internet was not available in some places. Some believed that the most reliable way to store data was a cardboard folder with strings.
New technologies are now available. For example, thanks to the integration of many registries in Diya, when filling out an application for benefits, you don't have to enter all the information again, you can confirm it with one click.
Hetmantsev stressed the importance of bringing the creation of the Unified Information System to its logical conclusion so that citizens can quickly receive benefits without bureaucratic red tape. He noted that the authorities should be interested in this, as it involves the efficient spending of about UAH 470 billion.
