Ukraine plans to introduce a unified methodology for the procurement of related services and works in civil construction for reconstruction projects. The development of new standards will be carried out jointly with market representatives, including architects, engineers, as well as representatives of design and expert organizations.
This was announced by Olena Shulyak, head of the Verkhovna Rada Committee on the Organization of State Power and Local Self-Government, leader of the Servant of the People party.
According to Shulyak, the development of the methodology is being led by the State Agency for Infrastructure Restoration and Development of Ukraine, which already has experience in this area. However, the market itself, together with specialists, is also an active participant in the process, and a team of experts will soon be formed for this purpose.
“We all realize how important it is to have a clear methodology for purchasing related services and works in construction. This will help ensure the quality and completeness of project documentation, compliance with standards during design and construction, as well as the adequacy of technical surveys,” Shulyak emphasized.
She also emphasized the need to take into account the opinions of the urban and architectural community when creating new recovery standards. Thus, this meeting with the State Agency for Recovery and Infrastructure Development was the first step in collaborating with the professional community to find common ground and determine further steps.
“In the future, effective communication between government agencies and architects will help improve cooperation. Therefore, it is important to develop new rules that will improve the quality of services and expertise in this area,” Shulyak added.
She also noted that any monopoly on state orders is unacceptable, since all professionals should participate in the restoration of Ukrainian cities and villages on equal terms. This means involving leading architectural bureaus and talented architects in the competent restoration of the country.
Let us remind you that from March 2024, Ukraine's digital restoration ecosystem DREAM (Digital Restoration Ecosystem for Accountable Management) will be launched, which will simplify the management of restoration projects and ensure their monitoring from the selection stage to the completion of implementation.
