In Ukraine, due to conflicts arising between employees of territorial recruitment centers (TCC) and conscripts, they plan to develop new rules for interaction with civilians. According to a statement by Vitaliy Sarantsev , head of the communications department of the Land Forces Command of the Armed Forces of Ukraine, the new rules should be ready by February 2025 .
The main goal of this innovation is to prevent abuse by CCC employees. According to Sarantsev, the creation of rules mandatory for all CCC employees has already begun, which should help avoid human rights violations and reduce negative consequences for society. Vitaly Sarantsev emphasized that the new standards will take into account respect for citizens' rights and compliance with certain ethical norms when working with conscripts.
“This will not just be a set of documents. People will work, understand how to behave and how to carry out their work in a way that does not violate human rights and does not create additional conflicts in society,” Sarantsev emphasized.
He also noted that some negative incidents on the part of the CCC have already occurred, but such situations do not go unnoticed and must be investigated . This will ensure legal liability for violations by military personnel working in the CCC.
Interestingly, according to Sarantsev, hostile information operations (HIOs) actively use incidents between civilians and the CCC to artificially inflame conflicts . These manipulations are aimed at undermining the morale of Ukrainians and creating a negative image of the military. That is why it is important to understand that terms like “busification” and “manhunting” are part of Russian information manipulation .
