In Ukraine, 18,277 new companies were registered in the first half of 2025. This is almost in line with the figures for the same period in 2024, but a third less than in 2021 — before the start of the full-scale invasion.
This was reported by the publication "Law and Business" with reference to Opendatabot data.
Analysts note that the pace of business start-ups has stabilized after a significant drop in 2022–2023, but has not yet reached pre-war levels. For comparison, in the first half of 2021, 60% more new legal entities were registered.
At the same time, the number of liquidated companies increased by 19% compared to last year - 6,653 enterprises ceased operations in January-June 2025. The net increase was only 11,624 companies - this is the minimum indicator in the last five years.
It is symptomatic that 97 newly created companies closed in less than half a year of operation. This is slightly more than in 2024 (92), but significantly less than in 2021, when there were 264 such cases.
Almost a third of new businesses were registered in the capital — 5,830 companies. Lviv region (1,547) and Dnipropetrovsk region (1,531) followed.
The same regions also lead the anti-rating in terms of the number of closures:

Experts emphasize that the stability of registration rates while closings are increasing may indicate difficult business conditions, especially for newcomers to the market.
