The Unified Register of Debtors has over 2 million fines for traffic violations, of which about 1.5 million (75%) were closed without actual payment due to the impossibility of collection. This was reported by Opendatabot.
According to the service, since the beginning of the full-scale war, the number of unpaid fines has increased by 43%. The debtor's profile is typical: men (they account for 92% of cases — approximately 1.8 million), aged 25 to 45 (64% or more than 1.28 million debts). Drivers under 25 have accumulated about 13% of fines (approximately 252 thousand), another 23% — in the group 45+ (approximately 469 thousand).
The regional picture is also indicative. Dnipropetrovsk region is in the lead — 211.5 thousand fines (11%). Next are Kyiv (193.7 thousand, 10%), Odessa region (146.9 thousand, 7%), Kharkiv region (125.9 thousand, 6%) and Kyiv region (106.3 thousand, 5%). The register also records a record holder: a 27-year-old resident of Vinnytsia region has 1,056 fines.
These indicators indicate a systemic problem with the collection of administrative sanctions: a significant proportion of cases are closed without revenue to the budget, which discourages conscientious payment and weakens the preventive effect of penalties. Experts have repeatedly emphasized that increasing the effectiveness of collection is possible through synchronization of data from the Ministry of Internal Affairs, the Ministry of Justice, and the tax authority, as well as through automatic restrictions for malicious debtors (registration and service services, travel abroad, etc.).
