After the introduction of martial law in the country, not only the rules for the army or government bodies change, but also the responsibilities of citizens. In 2025, against the backdrop of the ongoing war, the issues of mobilization remain relevant: who is subject to conscription, what responsibilities the population has, and what types of mobilization operate in Ukraine.
Types of mobilization
Depending on the scale, mobilization is of two types:

General - announced throughout the country.

Partial — concerns individual areas or sectors (army, economy, institutions, etc.).
The duration of mobilization directly depends on the duration of martial law. It is currently extended until August 6, 2025.
Citizens' obligations during mobilization
According to Article 65 of the Constitution of Ukraine, every citizen is obliged to defend the independence and territorial integrity of the state. The following rules apply during mobilization:

I received a summons - I am obliged to appear at the CCC.

Report any change in address, marital status, or place of employment within 7 days.

Have a military ID card with you (paper or electronic).

Provide transportation or other property for the needs of the army - with compensation.

Undergo a medical examination and clarification of credentials.
Control over compliance with the rules has been strengthened: verification of military documents can be carried out not only by representatives of the CCC, but also by the police, border guards, and authorized inspectors.
Who is subject to mobilization in 2025?
The following are subject to conscription:

Men between the ages of 25 and 60 if they:

fit for health,
-
have no deferral,
-
are not booked.

Men aged 18–25 years if:

are reserve officers or have experience in military service.

Other citizens in this age category can join the army voluntarily by signing a contract.
Women can also be drafted with their consent if they are registered with the military. As a rule, these are specialties related to medicine, IT, telecommunications, chemistry, biology, etc.
