Mobilization has been extended in Ukraine: who can get a deferment and how to apply for it

Ukraine has extended martial law and mobilization until May 9, 2025. However, not all men are subject to mobilization. There are categories of persons who are granted a deferment from military service. This is determined by the new Law of Ukraine “On Mobilization Training and Mobilization”, which provides an opportunity not to serve those who fall under certain criteria.

Who is entitled to a deferment from mobilization?

The following can receive a deferral:

  1. Persons with disabilities are people who have a confirmed disability.
  2. Temporarily unfit for service - conscripts who, based on the results of a medical commission (MC), are temporarily unable to serve in the army.
  3. Parents of three or more minor children - if they do not have alimony debts, they are granted a deferment.
  4. Men whose close relatives died or went missing during the ATO or war - this applies to persons whose relatives were involved in ensuring national security.
  5. People who care for disabled relatives - this applies to those whose relatives are disabled of the first or second group and do not have another guardian.
  6. Caring for an elderly relative - if there are no other relatives who can care for them, a deferral is also granted in this case.
  7. A wife with a group 3 disability can also be a reason for deferment from service.

In addition, students can count on a deferral if they study full-time or dual, as well as teachers and scientists with a scientific degree and a grade point average of at least 0.75.

How to apply for a deferment from mobilization

  1. Application to the CCC and SP - a conscript must submit an application for a deferment, taking with him a military ID and passport.
  2. Submission of documents - along with the application, it is necessary to submit documents confirming the right to a deferral, or their certified copies.
  3. Application through “Reserve+” - students, disabled people, and parents with many children can apply for a deferment at home through the “Reserve+” system.

Important to know

  • The deferral is granted for a certain period and must be extended after the expiration date.
  • The deferral is revoked in several cases, for example, if a person is dismissed from a critical enterprise or the enterprise loses its critical status.

The Cabinet of Ministers extended the deferrals for employees of critical enterprises until March 31 so that enterprises can confirm their statuses and rebook personnel according to the new criteria.
