Starting from May 18, restrictions may be imposed on the movement of passenger cars between regions of Ukraine. This initiative will be implemented if the Cabinet of Ministers adopts a resolution regarding the registration of vehicles in the Central Register of Civil Aviation. According to the draft resolution, passenger cars may also be included in the military registration. This was reported by People's Deputy Yaroslav Zheleznyak.
The legislation stipulates that legal entities are obliged to register in the CCC vehicles that can be used for the needs of the Armed Forces and other military formations. The new Law on Mobilization, which comes into force on May 18, prohibits the export of such vehicles abroad and their movement between regions of Ukraine, with the exception of adjacent regions. The specified norm should be regulated by a resolution of the Cabinet of Ministers. However, it turns out that this ban applies not only to trucks, buses and special equipment, but also to passenger cars, with the exception of motorcycles. This arose due to the inappropriate wording in the text of the resolution.
“In the draft resolution that I had the opportunity to see, we see that the concept of a vehicle that is “intended” or “may be intended” for retrofitting is blurred,” Yaroslav Zheleznyak noted. “This seemingly small difference may lead to the fact that all vehicles of legal entities will not be able to travel abroad or to other regions, except for adjacent ones.”.
According to Yaroslav Zheleznyak, if the government decree is not adjusted, this may lead to the suspension of the activities of many enterprises as early as May 18. Carriers, delivery services and post offices will be forced to transport goods by transshipment from car to car at the borders of the regions. For import and export, only cars with foreign registration will have to be used.
