In Uzhgorod, law enforcement officers detained Ivan Khyla, the administrator of territorial service center No. 2141 of the Ministry of Internal Affairs of Ukraine, who is also a priest of the Moscow Patriarchate. According to the investigation, the official demanded a bribe of $250 for “help” in successfully passing a driving test.
This was reported by journalist Vitaliy Glagola, citing sources in law enforcement agencies. The arrest was carried out by internal security officers of the National Police at the time of the transfer of funds. The money was seized, and the suspect himself is currently in a temporary detention center in Mukachevo.
Ivan Khyla's official position is of heightened public interest: he holds the position of administrator in a regional service center serving Lviv, Ivano-Frankivsk, and Zakarpattia regions, and is also a current clergyman of the Russian Orthodox Church. Such "compatibility" of functions looks especially contradictory against the backdrop of the nationwide attitude towards the Moscow Patriarchate in wartime.
In addition, Ivan Khyla is a Candidate of Law and works as a senior lecturer at the Department of Constitutional Law at Uzhhorod National University, where he teaches legal disciplines.
No official comments from law enforcement officials have been made public on the case at this time. The legal qualification of the detainee's actions and further investigation are awaited.
