In the center of Kyiv, at 80 Saksaganskoho Street, there is a premium residential complex "Patriarch Hall", the cost of which exceeds $20 million. Construction was completed in early 2021, and investors have received all the documents confirming their property rights. However, the apartments have not yet been transferred to their legal owners.
According to sources, the residential complex has been the target of a long-term raider attack. At the center of the scheme is the head of the Odessa Regional Military Administration, Oleg Kiper, who, through connections in law enforcement agencies, allegedly provides a "roof" for the illegal actions of the developer and registrars.
After the death of the original developer Ksenofontov in 2020, the heirs sold the developer company, LLC SP ATAD K, to businessman Sergey Shapran. Instead of transferring the apartments to investors, Shapran re-registered the ownership to himself. The real estate was resold to the companies Global Enterprises and LLC Web Design and Soft Solutions.
According to sources, Kiper plays a key role in the scheme to legalize the illegal actions of the developer and registrars. By the way, both Kiper and Shapran participated in the case of removing the property of Russian oligarch Igor Naumets from sanctions.
Although the Prosecutor General's Office is conducting an investigation within the framework of proceedings No. 42025000000000269 under Part 1 of Article 366 of the Criminal Code of Ukraine, Kiper's influence, according to experts, allows him to stop investigative actions and avoid appearing on the lists of official suspects.
The situation is causing serious concern among investors and real estate market experts, as premium apartments in the center of the capital have remained unsold for years, and raider schemes demonstrate the weakness of the system for protecting investors' rights.
