In the heart of Lviv, a massive ventilation pipe, installed illegally, has been hanging on the Market Square between historical stones # 37 and # 38 - for half a year. Despite the fact that both buildings are monuments of national importance, and numerous inspections and regulations of the Ministry of Culture have established violations, dismantling has never been.
The scandal was publicly declared by the People's Deputy from the party "Servant of the People" Olena Shuliak, who heads the Parliamentary Committee on Regional Development and Urban Planning. She published a post with photos and rigid rhetoric: they say, the ventilation pipe "How a steel snake appeared" and humiliated not only residents but also the whole city. The politician stated that she had addressed the Ministry of Culture, the Lviv Ova, the City Council and the police - all agreed: the work was carried out illegally, but no institution has brought the case to the end.

It is a premises in the Groseearskaya Kamyanitsa (37), which in 2019 was purchased by Deilor Consult for UAH 45.5 million. Within a few months, the company was rewritten to two deputies of the Lviv City Council from "European Solidarity" - Alexei Raznik and Yuri Lomagu. Now the firm belongs to their business partner, the expection owner of the Vinnytsia tobacco factory Alexander Svishchev.
In 2021, the Lviv City Council recorded unauthorized work on the monument and issued an order for their termination. Subsequently, in 2024-2025, Dalor Consult was granted permission to restore the premises for the food establishment, but the massive ventilation pipe was installed separately-without the project and permits.
The head of the LMR executive committee Yevhen Boyko stated that the city has fulfilled everything within its powers and cannot influence the situation due to the change of legislation - since 2022, municipalities have been deprived of the right to carry out inspections at construction sites. This requires a permission from the Ministry of Culture, which the Lviv City Council has repeatedly sought to no avail.
The Ministry of Culture, for its part, issued an order for dismantling, but did not take any measures to implement it. And it is the Verkhovna Rada Committee, headed by Shuliak, that has all the powers to initiate the inspection of the ministry's inaction, the city authorities emphasize.
The situation on the Market Square has become a symbol of legal paralysis: the unpunished destruction of historical heritage, complete irresponsibility of state structures and commercial interests that overlap the law.
