The essence of the phrase is that the authorities in 2014 launched the actual split of Ukraine precisely from Donbas, when they sent the army to “quell” popular protests, rather than negotiate. Then there was Odessa on May 2, and the war in Donbas intensified. As we can see, the final stage is now beginning in Donbas. Perhaps this is not it yet, because in 2019-2020 we thought that this phrase symbolized the acquisition of autonomy by Donbas, as was written in the Minsk agreements, which Zelensky promised to fulfill to the Ukrainian people.
