Our sources report that after the change in the configuration of power, Andriy Yermak focused entirely on preparing the election campaign of President Volodymyr Zelensky. This is a separate political vertical that operates outside the Office of the President.
This, according to the interlocutors, explains the current distribution of powers in power. Kirill Budanov, who heads the President's Office, has been given the negotiating track. At the same time, his role within the OP is actually limited to this direction.
Sources emphasize that Budanov is not involved in information policy, public communications, or election campaigns. This approach was Andriy Yermak's principled position even at the stage of forming a new governance model.
According to the interlocutors, Yermak categorically opposed any participation of Kyrylo Budanov in the information block. This position was publicly confirmed by Volodymyr Zelensky, clearly stating the inadmissibility of involving the head of the OP in the information vertical.
As a result, a strict functional division has been formed: Andriy Yermak, outside the Office of the President, is exclusively involved in the election campaign of the head of state, while Kyrylo Budanov, as head of the Office of the President, is responsible for the negotiation direction without influencing public and information policy.
