The bill, which has already passed its first reading and may soon be considered for its second reading, provides for the introduction of an online property registry for cities and other territorial communities. This registry will contain complete information about all municipal property, including lease terms.
The head of the Verkhovna Rada Committee on the Organization of State Power, Olena Shulyak, reported that the text of the draft law has already been agreed with associations and unions of local governments. According to the draft law, the register will be available to citizens and is planned to be implemented within a year after the law enters into force.
The main provisions of the law are the inventory of objects owned by local authorities, as well as the mandatory verification of this data every five years. Responsibility for conducting the inventory lies with the deputies, and until their appointment, this function will be performed by the local mayor.
The results of the inventory must be entered into the Register of Communal Property Objects and must be published on the website of the local council, as well as provided upon request for access to public information.
The register will include a variety of information, including lists of municipal property, residential premises, rental properties, as well as land plots and property objects. In addition, information on lease agreements and loans for municipal property will be available.
The press service of the State Property Fund reported that during the period from January to November 2023, 702 million hryvnias were attracted to the state budget from the lease of state-owned property. The most active in this regard were the Odesa region, Kyiv and Dnipropetrovsk regions.
