The government has approved the implementation of a system for monitoring access to state registers - soon the "Diya" application will have a function to notify citizens about who has viewed their personal data and for what purpose. This was reported by the press service of the Ministry of Digital Transformation.
According to the Ministry of Digital Affairs, each case of access to the registers will be recorded in the relevant system, and the user will receive a notification in "Actions" with details: which body or employee accessed the data and for what purpose. Such mechanics should increase the transparency of the use of personal information in government services and give people a tool for control.
At the same time, the department emphasized exceptions: notifications will not be received in cases related to criminal investigations, counterintelligence activities, the fight against terrorism, and during pre-trial investigations - so as not to hinder the work of law enforcement and special services.
The Ministry of Digital Affairs also notes that similar solutions are already operating abroad - an example is the Estonian Data Tracker, which allows you to track access to government data and is considered one of the tools for increasing trust in public services. The introduction of monitoring in Ukraine aims to similarly increase transparency and reduce the risks of data misuse.
The Ministry of Digital Affairs promised to publish the exact dates for launching the function in "Actions", the list of registers to which monitoring will be applied immediately, as well as the technical details of the notifications later. Users are advised to follow the application updates and official notifications from the department.
