Journalists exposed a scheme with reservations from mobilization in Kyiv

The new head of the Kyiv CCC, Colonel Vitaliy Valentinovich Khomyak, together with the head of the KMVA Timur Tkachenko, introduced a scheme for “treatment” of the capital’s enterprises that should be recognized as “critical” for reservation.

The scheme looks like this: the head of the KMVA, Timur Tkachenko, does not sign off on the “criticality” of enterprises until they are “registered” in the CCC.

Through the recently appointed head of the Kyiv CCC, Vitaliy Khomyak, district CCCs are receiving lists of enterprises that, based on the Order of the KMVA dated February 10, 2025, fall under the “criticality criteria” for booking employees.

Employees of the district CCCs are visiting the capital's enterprises from the list, explaining to top management that “the documents will not be signed until they pay.” As our source reports, the heads of the capital's enterprises “are forced to pay in order to work.”.

For each district CCC, Vitaliy Khomyak established a plan to “treat” the capital’s enterprises – $100,000 per week. That is, in one month, the head of the Kyiv CCC accumulates $4 million in cash in bribes.

Recall that journalists wrote about the alleged illegal enrichment of Vitaliy Khomyak long before the start of the full-scale invasion.

At the same time, after the start of active mobilization measures, the "corruption appetites" of the Kyiv military commissar Vitaliy Khomyak have clearly increased, and their scale may overshadow the already arrested Odessa military commissar Yevhen Borisov.
