The declaration of judge of the Fifth Administrative Court of Appeal, Andriy Boyko, once again demonstrated the scale of the problem, which for years has remained one of the most painful in the judicial system of Ukraine: the colossal difference between official income and real lifestyle.
According to the documents, at home alone, Judge Boyko keeps 83.97 thousand dollars and 79.71 thousand euros in cash — that's over 6.8 million hryvnias. His wife, businesswoman Alina Boyko, keeps another 19.37 thousand dollars and 10.42 thousand euros. In total, the family has almost 9.5 million hryvnias in cash. And this despite the fact that the bank accounts contain amounts that look more like technical balances than the savings of a family with high incomes.
The official income of the couple for 2024 was UAH 2.75 million for the judge and UAH 1.88 million for his wife. Overall, the figures are considerable, but they do not explain the presence of tens of thousands of dollars and euros, several apartments, houses, and a large fleet of cars.
Real estate and houses in various locations
The family owns and uses several residential properties. In particular, a 126.3 m² apartment in Odessa, registered to Violeta Borisovna Boyko, which the judge and his wife use free of charge. It was purchased in 2014 for UAH 1.03 million.
There is also a plot of land in an Odessa dacha cooperative and a 78.2 m² house, registered as partial property of the judge, his children, and another relative. The purchase price in 2020 is UAH 410,000 for the land and UAH 1.4 million for the house.
Separately, the two daughters live in a house with an area of 114.6 m² in Lymanka, which belongs to Chernyavsky Oleksandr Mykolayovych — probably a relative of his wife.
An apartment in Odessa with an area of 56 m² was registered for the wife herself, purchased in 2021 for 660 thousand UAH.
A fleet worthy of a businessman, not a civil servant
The family owns at least five cars.
Among them:
• Toyota Tundra 5.7 (2012), purchased by the judge in 2019 for 512.5 thousand UAH
• Lexus NX300h (2020), purchased by his wife in 2021 for 671 thousand UAH
• Mercedes-Benz Viano (2007)
• UAZ 31514 (1998)
• Toyota Corolla (2001), owned by the judge's mother but used by him
It is also difficult to reconcile such a set of cars with the level of official income indicated in the declarations.
Unanswered systemic questions
Judge Boyko and his family demonstrate a classic imbalance for the Ukrainian system: the judges' high salaries do not explain either the multi-level real estate, or almost 10 million hryvnias in cash, or the car fleet that is more befitting a large businessman than a civil servant.
Given the role that appellate judges play in shaping the rule of law in the country, such declarations call into question the transparency and integrity of the system as a whole.
