The Prosecutor General's Office reported suspicions of a judge of the Velykobereznyanskyi District Court of the Transcarpathian region in embezzlement of budget funds. According to the investigation, for several years he received additional payments for an academic degree that he did not actually have.
As reported by the prosecutor's office, the basis for calculating the allowances was a diploma of Doctor of Philosophy in Law, issued by the Interregional Academy of Personnel Management. At the same time, this document does not correspond to the state standard and does not confirm the presence of an academic degree in Ukraine.
The investigation also established that the relevant educational institution had introduced its own system of certification of scientific personnel without proper authority, which contradicts the requirements of the law.
Despite this, in March 2017, the judge filed an application for a supplement for his academic degree, stating inaccurate information. Based on this information, he was awarded a monthly supplement of 15% of his official salary.
As a result, from April 2017 to October 2025, he unjustifiably received more than 640 thousand hryvnias of budget funds.
The issue of further procedural actions in the case is currently being resolved.
