The Cabinet allowed to book workers for the construction of XPON networks

The Cabinet of Ministers of Ukraine has approved changes to the procedure of booking servicemen concerning mobile operators and Internet providers. These companies can now book all members of construction crews that lay non-volatile Internet networks with XPON technology. This solution has become an important step to ensure the stability of Internet communications and mobile communications, especially in the conditions of disconnect during the war.

Changes are aimed at creating an infrastructure that is independent of centralized power supply. XPON technology allows you to build networks that can work without constant power, which is critical for maintaining communication in war. Employees of companies engaged in the laying of such networks can now get a deferral from mobilization to perform their duties.

In order for companies to book employees for the construction of XPON networks, they must meet certain criteria. In particular, the company should be included in the List of Critically Important Enterprises and have approved plans for the construction of such networks for a minimum of one calendar year.

The reservation will be carried out through the Action System, similar to the procedure for the recovery services. The Ministry of Defense will form a list of companies that meet the requirements and control the performance of work. In case of failure to perform the planned work, the company will be expelled from the list and the booking of employees is annulled.

This innovation will allow you to provide uninterrupted Internet and mobile communications that are necessary for the work of government agencies, enterprises and for distance learning. Considering the importance of the Internet and mobile communication in the war, the preservation of digital stability of the country has become a priority.

In addition, the Cabinet has updated the general rules for reservation. In particular:

  • Mobilized employees will now be taken into account when identifying critically important enterprises.
  • The 72-hour check for public authorities during booking has been abolished.
  • The cancellation period is reduced to 5 days.
  • The criteria for determining enterprises are critical.

These changes will ensure effective tasks during martial law, in particular in ensuring uninterrupted communication and the Internet.
