The Cabinet of Ministers of Ukraine published a budget declaration for 2026-2028, which laid out forecasts for the dollar, the minimum wage and the subsistence minimum.
According to the document, the government does not expect a sharp increase in the exchange rate in the next three years. The estimated average US dollar exchange rate will be:

At the same time, the minimum wage will increase gradually. From January 1, 2026 its size will be 8 688 UAH, in 2027 - 9 374 UAH, and in 2028 - 10 059 UAH.
The subsistence minimum, which is attached to a lot of social payments, including a minimum pension, will increase moderately by about UAH 200 annually. For able -bodied persons, it will change from UAH 3,028 in 2024 to 3 667 UAH in 2028. For disabled persons, this figure will increase from UAH 2 361 to UAH 2 859, respectively.
Thus, the government lays a careful and stable economic development scenario with a gradual increase in social standards and a controlled exchange rate.
