Kamianka City Council has ordered the reconstruction of a non-residential building for housing for internally displaced persons for the amount of UAH 220.45 million from Mastertradeconsult LLC. The work is planned to be completed by the end of 2026, with the construction of 56 apartments and common areas.
The contractor's tasks include dismantling, renovation of the facade, roof, replacement of windows and doors, interior decoration of the premises and installation of engineering networks: heating, ventilation, water supply, sewage, electricity supply and fire safety systems. Landscaping is also planned: sidewalks, lighting, children's and sports grounds, landscaping.
At the same time, the analysis of the estimate showed a significant overestimation of prices for building materials. For example, Ceresit CT 87 White Flexible mortar was purchased at 63 UAH/kg, while in Dnipro it can be purchased at 31–35 UAH/kg. The overpayment on certain positions exceeds 6 million UAH. Also, the average monthly salary of workers is set at 23,885 UAH, although the real market indicators are 30–40 thousand UAH, which creates the risk of payments in envelopes from the margin.
The contractor was awarded the contract without competition because no one came to the open bidding. To participate in the tender, the company had to agree to a payment deferral of up to 120 days and personally inspect the reconstruction site.
Mastertradeconsult LLC, registered in 2020, has previously appeared in investigations into kickbacks in Kamianske. Since 2021, the company has received government contracts worth UAH 285 million, most of which came from its current customer.
