Natalia Melnyk, the director of the Department of Economics and Investments of the Kyiv City State Administration, was found guilty of committing an administrative offense for failure to comply with the lawful requirements of the National Agency for Corruption Prevention (NACC). The corresponding decision was made by the Shevchenkivsky District Court of Kyiv, imposing a fine of UAH 1700 on the official.
According to the ABSolution Detective Bureau, NAPC in March and April 2025 twice appealed to Natalia Melnyk with requests within the monitoring of compliance with anti -corruption legislation. The agency required information on the conclusion of investment contracts, premiums and other management decisions. NAPC saw the risks of conflict of interest and possible violations.
However, the head of the department ignored the requirements twice, explaining that the NAPC, in her opinion, has no authority to do during the investment competitions.
The NAPC stressed that monitoring of conflict of interest directly covers management decisions, including those made during investment activities. The official was officially warned about it, but the answers have not been received.
The Court regarded the actions of Melnyk as a violation of Article 12, paragraph 8 of the Law of Ukraine "On Prevention of Corruption". Therefore, it was held accountable under Article 188-46 of the Code of Administrative Offenses-failure to comply with the legal requirements of the NACC.
In response to a court decision, the mayor of Kiev issued an order to provide all the requested documents of the NAPC. It was also reported that the official investigation into the actions of the Director of the Department was reported.
Natalia Melnyk disagrees with a court decision and filed an appeal.
