The head of the Kyiv municipal enterprise is suspected of fraud: received fictitious disability to avoid conscription and social payments

Kyiv law enforcement officers exposed the head of one of the utility companies of the capital, who illegally received a 3 group of disability, abusing a fictitious medical certificate, which allowed him not only to avoid conscriptions for military service, but also to receive social payments from the state.

According to the investigation, the official went to a medical institution, where with the help of his connections and influence received a fictitious diagnosis, which allegedly confirmed a serious illness. This "diagnosis" allowed him to obtain disability of 3 groups, which gave the right to social payments and exemption from conscription.

During the period from 2023 to 2025, the attacker illegally received more than 100 thousand hryvnias of social payments. As a result, he was informed of suspicion of fraud (Part 2 of Article 190 of the Criminal Code of Ukraine), and a fictitious disability group was canceled.

Together with the SBU employees in Kyiv and Kyiv region, investigators of Kyiv police have started an investigation. The Kyiv City Prosecutor's Office provides procedural leadership. Law enforcement officers are now identifying other persons involved in this illegal scheme.

The attacker faces up to three years in prison. This case has become another example of abuse in the medical and social spheres, where unscrupulous persons try to receive material goods at the expense of public funds, violating the law.

Law enforcement officers continue to be inspected and new details of this criminal case may appear in the near future.
