The Head of Belgorod-Dnestrovsky Inter-District Department of Water Management of the State Fisheries Agency of Boris Burlak was found guilty of involvement in the corruption scheme with the lease of state property. According to the court, the official received 8 years of imprisonment, but was released from the basic punishment - with a three -year trial.
According to the investigation, in April 2024, an entrepreneur addressed an object located along the E-87 in Odesa region to the Head of the Basin Resources of the Rivers of the Black Sea and Lower Danube Victor Pukal. It was about the arrangement of parking for trucks on the basis of the property complex "Dniester group water supply".
For the realization of the plan, a scheme was developed, which also involved the head of Belgorod-Dnestrovsky Directorate of Boris Burlak. Thanks to his relations with the chairman of the Starokozatsky village council, representatives of local authorities joined the formation of a fictitious competition, according to which the lease object was to get to the selected FOP.
The total amount of undue benefit that the entrepreneur was supposed to transfer was $ 40,000. According to the investigation, Pukalo himself received from the customer the first 10 thousand hryvnias for "consent" for the transfer of real estate. It is a property complex with a plot over a hectare in Odessa.
Boris Burlak pleaded guilty and agreed to cooperate with the investigation. The indictment with annexes came to court on May 21, 2025. The official was accused of Part 5 of Art. 27, Part 4 of Art. 368 of the Criminal Code - aiding and aiding aid in receiving a bribe by an official holding a responsible position.
Taking into account the agreement and time of pre-detention (from June to September 2024), the court decided to order Burlak a probation for 3 years and prohibit positions in the authorities within one year.
