A large -scale corruption scheme operating in Kyivzelenbud was exposed in Kiev. According to investigators, the management of the enterprise systematically received "throw" from contractors, forcing them to give 15% of the amount of contracts for the opportunity to cooperate with the utility.
The defendants of the case became:
- Yuri Bakhmat - Kyivzelenbud CEO
- Alexei Lukash is the first deputy
- Deputy chief of one of the departments
According to the investigation, the heads of Kyivzelenbud agreed with contractors who received state orders for the execution of works. To receive payment for their services, entrepreneurs had to pay part of the amount in the form of a bribe.
Those who refused to "cooperate" did not have the chance to conclude a contract and perform work. As it turned out, no one was going to check the quality and volume of work performed in the scheme, the signing of the acts of the completed works was automatically after "remuneration".
According to the prosecutor's office, only in February 2025 10 facts of solicitation of bribes and 5 cases of "rollbacks" worth more than UAH 3 million were documented.
In total, for 2024, the corruption scheme had to bring it to the participants at least UAH 25 million, but they did not have time to get all these funds.
The court made a decision on the arrest of detainees with the right to make a bail of UAH 51.4 million.
Meanwhile, the three managers of contracting companies that participated in the scheme are still resolving the issue of choosing a measure of restraint.
On March 6, the DBR and the National Police conducted searches in Kyivzelenbud. On the same day, the director of the enterprise Yuri Bakhmat and his first deputy were detained, although it was officially confirmed only on March 10.
Bakhmat headed Kyivzelenbud in 2023 after the transition of his predecessor Alexei King to another position. Prior to that, he worked at the KSCA Environmental Protection Department.
Corruption in Kyivzelenbud not only harm the budget of the capital, but also caused problems for residents. For example, in the Shevchenkivskyi district, the people of Kiev were outraged that their adjoining territory was turned into a square, spending UAH 6 million. The works were carried out in a hurry, and the quality left much to be desired.
Now the heads of the enterprise are not only criminal responsibility, but also questions from the community: how many millions of budget funds were stolen under the guise of landscaping in Kiev?
