From January 1, 2025, a new system for assessing the daily functioning of persons with disabilities came into force in Ukraine. Instead of the obsolete medical and social examination (MSEK), which has been eliminated, the assessment will be conducted by a commission of practicing doctors. At the same time, doctors who worked in MSEK, especially in management positions, are prohibited from participating in new expert commissions.
This was announced by the head of the Verkhovna Rada Committee on National Health, Medical Aid and Medical Insurance Mykhailo Radutskyi. He noted that doctors who have experience working in the MSEK cannot work in the newly created commissions, because the system of the MSEK has undergone significant critical changes.
"This is a legal ban. If doctors from MSEK are identified in the new commissions, the heads of the institutions where these commissions were formed will be responsible," Radutsky emphasized. This is an important step to clean up the system and create a more effective and modern medical and social examination.
Changes in the disability examination system are aimed at improving the quality of services for people with disabilities. The Ministry of Health assures that the new functioning assessment system will ensure a fairer approach and access to medical and social services.
