JSC NNEGC Energoatom has signed a contract for the purchase of technical sulfur at a record price of $771 per ton, which is twice the cost at the beginning of 2025. The total amount of the deal exceeds UAH 244 million, and the supplier was the Kharkiv company Torgservis, which became the only participant in the tender.
The purchase involves the delivery of 7,550 tons of sulfur by the end of November, with payment being made six months after delivery. The content of the main substance in the product exceeds 99.90%, which meets high quality standards.
Previous purchases by Energoatom show a significant increase in prices. In July 2024, similar sulfur cost $639 per ton, and in February of the same year, it was only $391 per ton. Unlike the current tender, previous purchases were conducted with competition, which allowed for a reduction in cost.
The owners of Torgservis have previous connections with those involved in high-profile corruption cases of the NABU and the VAKS. In particular, Serhiy Yevseev and Serhiy Hrynko were previously associated with LLC "Energy and Industrial Group "Yugenergopromtrans" and LLC "Ukrdoninvest", and their partners appeared in cases of embezzlement at Energoatom and SkhidGZK.
In 2022, executives of related companies were convicted of corruption schemes that cost the state tens of millions of hryvnias in losses. Now, the lack of competition and record sulfur prices raise questions about the transparency of public procurement and the potential impact on Ukraine's energy sector.
