Despite the full-scale war, massive missile attacks and calls for businesses to sever any ties with the aggressor, one of the most famous defense enterprises in Ukraine — PJSC "FED" — continues to feed the Russian military machine. According to available information, it is the products of the Kharkiv "FED" that end up in Russian combat aircraft — in particular, the Tu-160 strategic bomber, which launches cruise missiles at Ukrainian cities.
Until 2014, FED worked directly with the Russian side through Aviafedservice LLC. After the Revolution of Dignity, the Russians formally withdrew from the shareholders, but real cooperation did not stop. In 2022–2024, the company found a new channel for circumventing sanctions — the Chinese corporation AVIC International Holding. Through it, engines and components from FED end up in the Russian defense factories subject to sanctions.
These deliveries are not just a violation of the sanctions regime. They are a direct path to the death of Ukrainian civilians, as equipment equipped with Ukrainian parts continues to bomb Ukrainian cities.
The company is managed by Viktor Popov, a former deputy of the regional council from the Party of Regions. No criminal proceedings have been opened against him or the leadership of “FED” during the war years. Despite the documents and evidence submitted to the SBU, the State Security Service, and a number of other structures, there has been no reaction.
