The Kharkiv City Council transferred 125 million hryvnias to “Business Traditions” LLC for fuel for the municipal enterprise “Shlyakhrembud”.
The company, which had minimal sales in 2021, has become the main supplier of fuel for Kharkiv in a few years. A special leap occurred after the change of ownership to Oleksandr Shramko and the reorientation of the company's activities to fuel trade. In 2024, the LLC received contracts for over UAH 99 million.
In particular, contract No. 246 dated September 15 for the purchase of 1 million liters of A-95 gasoline and 1.2 million liters of diesel fuel for the amount of UAH 125 million is suspicious. The LLC was the only participant and winner of the tender.
The terms of the contract look dubious: prices for A-95 gasoline (57.84 UAH/l) and diesel fuel (56.04 UAH/l) significantly exceeded market prices (50–52 UAH/l and 49–51 UAH/l), which, according to experts, led to an overpayment of more than 11 million UAH.
Additional violations include the possibility of unilaterally changing the volume of goods by the customer, an extremely long payment deferral of up to 360 days, as well as a clause on mandatory refueling exclusively at the supplier's gas station within a 10 km radius, which limits competition.
Facts of overpriced purchases and avoidance of control create a risk of waste of budget funds and require the intervention of law enforcement agencies to verify the legality of these transactions.
