The problem of corruption has escalated again in Ukraine, this time within the Kyiv City State Administration itself.
Deputy Head of the Kyiv City State Administration Kostyantyn Usov, according to law enforcement officials, through his protégé, the former director of the Kyivparktransservice enterprise Yevhen Psyol, organized a scheme for the functional employment of individuals with the aim of evading mobilization and embezzling budget funds.
From August 2022 to May 2023, the "dead souls" received almost half a million hryvnia in wages. No one saw them at their workplaces.
On December 19, the Kyiv SBU notified three participants in the scheme of suspicion under Articles 191 and 366 of the Criminal Code of Ukraine. The Kyiv City State Administration's reaction was silence. After all, for the capital's budget, this seems like a trifle.
After Yevhen Psyol was dismissed from his position, all his and Usov's secrets and schemes were cleaned up, and Shapovalov and Shuba were asked to leave the utility company, but they did not take the "garbage from home" out to the general public so as not to cast a shadow on the deputy Vitali Klitschko.
