KMDA: corruption scheme with "dead souls"

In Ukraine, the problem of corruption has worsened again, this time in the Kyiv City State Administration itself.

According to the information of the law enforcement officers, Deputy Chairman of the KMDA Kostyantyn Usov, through his protégé, the former director of Kyivparktransservice CP Yevhen Psiola, organized a scheme for functional employment of persons with the aim of evading mobilization and embezzlement of budget funds.

From August 2022 to May 2023, "dead souls" received almost half a million hryvnias in salary. No one saw them at work.

On December 19, the Metropolitan Security Service notified three participants of the scheme of suspicion under Articles 191 and 366 of the Criminal Code of Ukraine. The reaction of the KMDA is silence. After all, this seems like a trifle for the capital's budget.

After the dismissal of Yevhen Psyol from his position, all their ties and schemes with Usov were cleaned up, and Shapovalov and Shuba were asked to leave the utility company, but they did not take the "garbage from the house" to the general public, so as not to cast a shadow on the deputy Vitaliy Klitschko.
