Despite the continuation of the general mobilization until August 6, 2025, individual employees may receive a temporary deferral from conscription. It is a mechanism of reservation, which is regulated by the Cabinet Resolution No. 76 of January 27, 2023 and allows to book servicemen of enterprises of critical importance for the functioning of the state.
What is reservation and what time it works
Reservation is an official delay from mobilization up to 12 months. It applies to employees of enterprises, institutions and organizations, which are critical for the economy, security, defense and life support of the population.
Who can be booked in May 2025
According to the current procedure, the right to booking have:

Enterprises of the fuel and energy complex -by the decision of the Ministry of Energy of Ukraine;

Action Portal Operator;

Defense-industrial enterprises -in agreement with the Ministry of Strategic Industry;

Olympic and Paralympic teams - in agreement with the Ministry of Youth and Sports;
-
Foreign diplomatic institutions , representations of international organizations and UN structures - by the decision of the Ministry of Foreign Affairs of Ukraine;
-
International or non -governmental organizations in which Ukraine has the official status of a participant or observer.
Up to 100% of employees of such structures can be booked.
Categories of employees that can be booked without restrictions on number:

Physicians for whom the medical institution is the main place of work;

Employees of emergency restoration teams (electronic communications);

Workers who build stable telecommunications networks (eg XPON);
-
Specialists of gas distribution companies.
For other businesses - up to 50% of staff
Businesses that are officially recognized as critical for the economy or defense can book up to 50% of employees . The delay period in this case is up to 6 months with the right to continue after updating the documents.
The conditions under which an employee can book
To get a reservation, the employee must:

Be officially employed in an enterprise with appropriate status;

To have a valid military accounting document with current data;

Be on military account;
-
Not to search for the territorial assembly center (TCC) and not have penalties for violation of military accounting duties.
In addition, some of the citizens are obliged to appear on the CCC on their own , even without the presentation.
The reservation mechanism remains an important element of the balance between the needs of the front and the rear, providing the work of key sectors of the country in wartime.
