In January 2024, the former head of the Brovar military enlistment office Yuri Burlai declared a brand new Volkswagen Touareg 2021. The cost of such a car is about UAH 1.9 million. And everything would be nothing if it is not one nuance: for the whole year Burla has declared cash assets only 300 thousand hryvnias. Everything else is a secret by seven seals.
The declaration has a single word about a loan or gift, no explanation. Simple: there is a car, and that should be enough.
This episode clearly illustrates a much broader trend. Burlai lives in a country house near Kiev, whose rent is several times lower than market. Official explanation - "housing allowed to use a familiar". A similar situation - with other real estate: an apartment in Vyshgorod, which is used by the family, is not reflected in the declaration at all. There are several more objects in Boryspil, where repairs are ongoing, allegedly borrowed in "friend".
However, there are no official confirmations of these versions in the open access. All this is just words. From the side, it seems that the Declaration became formality, and to explain where the luxury, no one is trying.
The situation is similar to the fleet. The official of the official uses transport of tens of thousands of dollars, but in documents - silence. Neither sources nor use rights.
Burley's story is not a single one. She is rather typical. In declarations - a minimum, and in real life - maximum comfort. The apartment, car, country house - everything is decorated for relatives, friends or in general. Formally - the official barely ends the ends. And in fact - lives at the level of topless.
Will such facts of NAPC become interested in? Will there be a law enforcement response? So far - no signal. And the public sees only another declaration, which is all right. More precisely - nothing. But this "nothing" is reminiscent of a luxury lifestyle.
