The National Agency for the Prevention of Corruption (NACP) found signs of an offense in the declaration of the former deputy head of the Kyiv Regional Military Administration (KOVA) Vitaly Vlasyuk, who failed to confirm the origin of cryptocurrency worth more than 9 million hryvnias. Vlasyuk held this position until May 2023, when he submitted his resignation, and now holds the position of deputy head of the Khmelnytskyi Regional State Administration for digital development.
NAZK found that Vlasyuk did not indicate the value of the collection of paintings and the watch, referring to the fact that these things have been in his possession for a long time and he cannot determine their current value. However, the greatest attention of the agency was attracted by Vlasyuk's cryptocurrency — 10.8 Bitcoin worth about 7 million hryvnias. According to him, he received these funds from mining and transferred them to a cold wallet for safe keeping. However, NAZK found that as of the end of 2022, there were no funds in the declared wallet, and the last transaction was dated April 2021.
Despite the official's assurances about the authenticity of the information, the YPUB key indicated by him, according to the NAKC, is not a specific crypto address required for declaration. This made it possible to have multiple public addresses within a single wallet, making verification difficult. In addition, Vlasyuk did not declare other amounts of cryptocurrency with a total value of more than 1.7 million hryvnias.
NAKC established signs of a violation provided for in part. 2 Art. 366 of the Criminal Code of Ukraine, and the total amount of fraudulent income exceeded 9.26 million hryvnias.
