The former head of the DMSU is suspected of embezzling over 88 million hryvnias during the reconstruction of the office

The former head of the State Migration Service of Ukraine (SMSU) Maksym Sokolyuk was informed of the suspicion of misappropriation of budget funds in the amount of over 88 million hryvnias during the reconstruction of the administrative building of the State Migration Service of Ukraine. Sokolyuk held this position from December 7, 2015 to September 29, 2021, when he was fired after suspicions of embezzling funds for the construction of a new office of the Migration Service on the street. According to the investigation, in 2015 the DMS of Ukraine received a building in the center of Kyiv for the arrangement of the central office. The businessman, who had "friendly" relations with representatives of the Ministry of Internal Affairs and other high-ranking officials, organized a scheme to embezzle budget funds during the reconstruction of the building using controlled persons in the structure of the migration service.

In order to implement the criminal plan, he conspired with the then head of the DMS, the head of the Department of Resource and Economic Support and Capital Construction of the DMS, and later with the deputy head of the DMS. They seized the funds allocated for the construction of the building, assisting the businessman in concluding contracts with the companies under his control, distorting the results of the auctions and making payments for unfinished works and services not provided.

For several years, a criminal group seized budget funds by overestimating the cost and scope of the work performed. As a result, the reconstruction of the building of the central office of the DMS was not completed, the computer complexes with the corresponding software exist only on paper, and the companies responsible for the reconstruction ceased their activities.

In September 2023, the SAP and NABU reported the suspicion to the former deputy chairman and head of the Department of Resource and Economic Support and Capital Construction of the DMS, as well as the organizer of the scheme, a businessman from the Russian Federation.

We will remind you that the Cabinet of Ministers dismissed Maksym Sokolyuk from the position of the head of the State Council of Ukraine and appointed Natalia Naumenko as acting head of the State Council of Ukraine. The Verkhovna Rada will consider the issue of reshuffles in the Cabinet of Ministers in the first decade of October, as reported by the head of the Servant of the People parliamentary faction, David Arahamia. The Deputy Chairman of the Verkhovna Rada, Ruslan Stefanchuk, announced a number of personnel changes in the government, noting that not all ministers are effective in their positions.
