Law enforcement officers reported the suspicion of the exterior of LLC "Teplosezmemer" Igor Lukyanov, who is suspected of appropriation of almost 300 thousand hryvnias from the regional budget of Kherson region. According to the investigation, in 2020, during the construction of an outpatient clinic in the village of Sliplivtsev, the official intentionally overstated the volume of work performed and the cost of the materials used in the documentation.
As a result of these actions, according to investigators, Lukyanov appropriated UAH 297 824. The funds were aimed at the implementation of the infrastructure project, but some of them settled in the contractor's pocket.
Igor Lukyanov is not a new name for law enforcement. Earlier, he was the founder of Khersoninvest LLC and appeared in criminal proceedings related to contractors for budgetary funds. In particular, in 2018, the police suspected that the company received state funding for the repair of Kindergarten "Barvinok" in the village of Vynohradovo, Oleshkiv district and used these funds not for its intended purpose.
Currently, Lukyanov is charged with Part 3 of Art. 191 of the Criminal Code of Ukraine (appropriation or waste of property through abuse of office). The investigation is ongoing, the installation of a complete circle of involved persons is ongoing.
