Anatoly Orlovsky, the former vice-mayor of Odesa, was given a suspended sentence

The Supreme Administrative Court sentenced Anatoly Orlovskyi, the first deputy mayor (held the position in 2014-2020). It is reported that he made a deal with the investigation. Orlovsky was sentenced to 4 years and 6 months of imprisonment, but later the sentence was changed to three years of probation without confiscation of property.

The official was found guilty under Part 5 of Art. 191 of the Criminal Code - appropriation, waste of property. 191 of the Criminal Code – misappropriation, waste of property or taking possession of it by abuse of official position. It is about the case regarding the acquisition of the property of KP "International Airport "Odesa"" worth 118 million UAH and the income from its ten-year activity in the amount of more than 2.5 billion UAH.

Among the suspects are businessmen Borys Kaufman and Oleksandr Borukhovich (Granovskyi), former mayor of Odesa Oleksiy Kostusev and ex-director of the airport Oleksiy Kochanov.

As the investigation established, in 2011, Kaufman and Granovsky organized a scheme to seize the property of the Odessa airport. For this, an LLC was registered, which was supposed to establish a joint company with the Odesa City Council, with a distribution of shares of 75% and 25%, respectively. However, in reality, the participants intended to take ownership and privatize the property complex of the airport.

Kostusev secured the consent of city council members by assuring them that the co-founder would invest in the development of the airport. The mayor also committed official forgery, which gave the controlled company the right to form a joint company with the city council without a competition.
