In June 2025, Victoria Galin was appointed director of the newly created municipal enterprise "Manganesevodokanal". Such data are contained in the State Register of Legal Entities. This decision was surprised among the local community, given the difficult situation with water supply in the city and the lack of profile experience in the newly appointed head.
Manganese, located just a few kilometers from the occupied Energodar, regularly suffers from Russian shelling. After the Kakhovka hydroelectric power station, the city remained without centralized water supply for a long time. Later, the situation was partially settled due to a separate branch of the water supply, but due to infrastructure damage, access to the water remains unstable.
Against this background of KP "Manganesevodokanal" is created instead of an old enterprise, which, according to local media, has debts for over UAH 300 million. Instead, the new structure does not have a material and technical base, staff and any experience in critical conditions.
The appointment of Victoria Galicin, which previously managed the Berdyansk MBA, caused a wave of criticism on social networks. Manganese residents question the effectiveness of such a decision, especially against the background of suspicion of trying to avoid debt by creating a new legal entity.
The official explanation of why Galicin is intended to manage a strategic enterprise in the area of constant danger has not yet been made public. However, the community does not exclude that it is not only a personnel decision, but also about a possible scheme of debt whitening or a new round of inefficient use of budgetary funds.
The situation remains anxious in view of the lack of stable water supply in the city, the remoteness from the front is only a few kilometers and incomprehensible personnel steps of local authorities.
