The Defense Committee of the Verkhovna Rada of Ukraine expressed its support for bill 11035, which concerns the demobilization of conscripts, in the first reading. This news was confirmed by the head of the Servant of the People faction and MP David Arakhamia. According to him, the support for this bill is an important step in implementing the President's initiative to immediately release conscripts.
After discussing the draft law, the Committee recommended that it be included in the agenda of the 11th session of the Verkhovna Rada of Ukraine. It was also proposed to take into account proposals regarding the periods during which conscripts cannot be called up.
According to the Committee's decision, the draft law provides for the release of military personnel from conscription to the reserve in the event of the expiration of their term of service during martial law or in the event of the continuation of military service beyond the established terms. Such persons are prohibited from being called up for military service within twelve months after their release to the reserve, unless they express a desire to continue military service.
This bill, like Bill 10313, passed in the first reading, is aimed at increasing social protection for military personnel and police officers. It is envisaged to regulate issues related to chaplaincy, childcare for military personnel, leave abroad, and cash payments in the event of the death of police officers.
One of the key provisions of the draft law concerns the disclosure of information by security forces. The draft law regulates the right of military personnel to express their opinions and disseminate information, with the exception of confidential information.
