Pharmak Company earns billions on army supplies: searches, tenders and high prices

At the end of February, the police and the SBU conducted searches at the enterprise of JSC "Pharmak", several media reported at once. The reason for the investigative actions was suspected of conspiracy with distributors for the sale of medicines to state and communal establishments at inflated prices, which allegedly caused the state to have a loss of three million hryvnias. Criminal proceedings were opened under articles on the appropriation of property and money laundering.

Despite the promise of the police to provide more information, new details of the investigation have not been made public. Instead, it became known that the net profit of Pharmak JSC in 2024 amounted to more than UAH 1.6 billion, and the main source of income - public procurement, mainly for the needs of the army.

According to Openatbot, only in 2024 the company received UAH 844 million from the supply of medicines to state structures. In the top ten of its customers there are several military units. In total, Pharmak has won more than a thousand tenders.

Journalists have found a number of cases of overestimation in contracts. For example, a solution for injection "triobrast", which costs about 423 UAH, the company sold the main military hospital for 597 UAH for packaging. The explanation of the "Pharmak" about the close term of shelf life of this product was only partially attention, because other contracts found a similar situation.

Thus, in March 2025, Pharmak JSC without competition won a tender for the supply of medicines for the A4615 military unit for the amount of more than 5 million UAH. Price check showed:

  • Lipster cream was sold for 101.65 UAH, while pharmacies cost about 95 UAH.

  • Atorvacor pills bought UAH 4.39 apiece, while retail - twice cheaper.

  • The drug "Aladdin-Farmak" army received 0.96 UAH per tablet, while in retail its price is about 0.33 UAH.

All this raises the question of the real cost of tender purchases and control over budget spending.

Earlier, Pharmak also got into scandals. In particular, in 2022, political scientist Alexei Holobutsky reported that the drugs were sold in Russia even during the war.

The investigation is ongoing. However, neither the police nor the SBU reported new steps in the case after searches. It seems that the owner of Pharmak Phil Zhebrovskaya and her entourage remains unaddressed by law enforcement agencies, despite multimillion -dollar state contracts and high -profile publications in the media.
