The company Finport Technologies Inc., which is owned by Zinovy Kozytskyi, the father of the head of the Lviv Regional Military Administration Maksym Kozytskyi, has for many years consistently won tenders of the Office of the General Prosecutor (OGP) and the National Agency for the Prevention of Corruption (NACP) for the creation and maintenance of web portals these state institutions. However, as noted by the former head of the Luhansk OVA Giorgiy Tuka, most of these auctions took place on a non-competitive basis, or the company was the only tender participant.
Winning tenders: facts and figures
According to public procurement data, Finport Technologies Inc. since 2016, it has been the winner in 201 procurements, concluding contracts for a total amount of over 61 million hryvnias. Among the customers of the company's services are NAKC, State Enterprise "Intellectual Property Institute", General and regional prosecutor's offices.
It is especially worth noting that almost half of the purchases were made on a non-competitive basis, when tenders were announced "for the company" or the purchase was made from a single supplier. Out of 91 competitive tenders in which the company participated, Finport Technologies Inc. was the only participant in 63 cases.
"Exclusive partnership" with the prosecutor's office and the NAKC
Starting from 2019, Finport Technologies Inc. almost every year won tenders for the creation, and later also for the support and expansion of the web portal for the General and regional prosecutor's offices. Interestingly, all these sites were created according to a single template, which calls into question the need for such expensive and repetitive services.
George Tuka also pays attention to the company's financial condition. As of the end of 2023, the balance sheet of Finport Technologies Inc. fixed assets in the amount of 45 thousand hryvnias were listed, which is equivalent to the cost of two cheap laptops. By the end of 2022, this amount was only 3 thousand hryvnias. Such a situation, in Tuka's opinion, actually makes it impossible for the company to fulfill its obligations to the client in case of problems, since the client will not be able to claim any actual compensation.
Conflict of interest and lack of control
Giorgiy Tuka also emphasizes that, by choosing Finport Technologies Inc., the National Enterprise of Ukrainian Special Systems, which was previously engaged in software and technical support of the Unified State Register of Declarations, from performing these works. At the same time, the cost of services increased by 20-30% annually, although the volume of work remained unchanged.
According to Tuka, the "exclusive partnership" with the NAKC and the prosecutor's office makes the owner of Finport Technologies Inc. Zinovia Kozytskyi is invulnerable to law enforcement agencies. He claims that Kozytskyi "captured" an even if not super-profitable, but stable "theme", which allows him to benefit from government orders for years.
"How can NAKC see a conflict of interests here, if the source of this conflict is an exclusive partner of NAKC itself? And what kind of supervision over compliance with the law can we talk about, if the Kozytskyi family, talented in all areas - from oil and gas production to programming - controls the electronic version of the activities of the entire prosecutor's office system?" - sums up George Tuka.
