Company with 18 criminal cases will receive 107 million for hospital reconstruction in Dnipro

The Capital Construction Department of Dnipropetrovsk Regional State Administration is preparing to give more than UAH 107 million of the company with a criminal loop - LLC "SK Stroyinvest". In a row concerns the reconstruction of the City Hospital Corps # 4 in the Dnieper. Prozorro has already information about a future contract.

However, the history of this company raises more questions than answers. The SC Stroyinvest appears in at least 18 criminal proceedings - from the forgery of documents and the disruption of the terms to theft of budgetary funds. In 2020, her name appeared in the case of spending 15 billion hryvnias in fictitious road works.

The most suspicion is systematic: despite criminal proceedings, the company continues to receive state millions - and mainly in the Dnipropetrovsk region.

According to the Clarity Project Analytical Portal, since 2016, SC Stroyinvest has won state tenders for over UAH 9.4 billion. Most of them are without any competition. The firm became a favorite of the Dnipropetrovsk Regional State Administration Department.

The company is associated with Yuri Golik, the former adviser to the expert of the Regional State Administration Valentin Reznichenko and the consultant of the Project "Great Construction". The journalists previously published fragments of correspondence between Golik and the owner of "SK Stroyinvest". In the correspondence, they agreed the objects, discussed budget revenues and agreed on financing the repairs of hospitals.

Even in 2025, the firm does not lose the pace: this year alone it has already concluded 21 contracts for more than 120 million hryvnias. One of the most recent - 63 million for the reconstruction of kindergarten in Kryvyi Rih - is also implemented according to the scheme "without competition".

A separate criminal case concerns the exploitation of labor: workers were forced to work for free or receive only part of salaries, and the rest allegedly shared "above". This case was recorded in the investigation materials, but, like most of the firm's proceedings, the case was hanged.

Despite numerous expositions, the capital construction department explanation is standard: "All documents are in Prozorro, we work transparently."

However, the question remains rhetorical: why do budget hundreds of millions of hryvnias continue to be impunity in a company with permanent corruption and dozens of criminal cases?

And is ProZorro really a guarantee of transparency when the scheme of sawing has long been established and the performers are the same?
