Companies related to People's Deputy Sergey Shakhov systematically block the purchase of alert systems in Ukrainian communities. In recent years, controlled firms - Ukrzalizlichvtomatics, Ukrtranszovok LLC and Ecobudobbekia LLC - tore dozens of tenders, in which alternative manufacturers, including the Ukrainian company Brand Master Plus, were winners.
The scheme began after the failure of the attempt to lobby for the purchase of Polish equipment Digitex. In response, the chess firms began to attack all purchases, where Brand Master Plus won, which offers similar in functionality, but at times cheaper. The appeal is on formal grounds, often far -fetched or legally manipulative. The purpose is to disrupt the procedure, to force the customer to play the tender and to win time for his "correct" supplier.
In parallel on the tenders, the promotion of the equipment of Ukrtranszok LLC was intensified, which is presented as "equivalent with better characteristics". But checks show that:

The company has no production;

no documentation confirming certification or testing;

devices are collected by handicrafts of cheap Chinese components;

Customers cannot receive either technical support or warranty service.
Despite these obvious risks, Ukrtranszok is persistently moving to victory - thanks to manual influence on the tender committees and torn alternative procurement.
Methods of struggle go far beyond law. According to participants of tenders and officials of communities who conducted purchases:

They were pressureed through anonymous or related media;

Numerous complaints to the police and the prosecutor's office were filed;

manipulative materials with false accusations were spread;

In some cases, direct threats were heard.
The overall result is the destruction of competition, the paralysis of procurement and the creation of artificial monopoly on a critically important sphere - alert system.
Against the background of a full -scale war and risks for civilians, such actions not only undermine community safety, but also indicate the flashy impunity of political influence on public procurement.
