During martial law in Ukraine, certain categories of citizens are restricted from traveling outside the country. The restrictions also apply to some women who hold government or military positions.
According to the Law of Ukraine “On Military Duty and Military Service”, the ban on crossing the border without special permission applies to:

civil servants;

female deputies of all levels;

military personnel serving under contract.
Such women can travel outside Ukraine only if they have documents confirming a business trip.
Meanwhile, other Ukrainian women, including medical workers and those registered with the military, are allowed to cross the border. However, in some cases, they may need additional documents — for example, a work certificate or confirmation of the presence of minor dependent children.
At the same time, the mobilization of women in Ukraine remains voluntary: joining the army is possible only under a contract. Women are not currently being forcibly called up for service.
Recall that from January 2025, President Volodymyr Zelensky signed amendments to the legislation on military registration for women. From now on, Ukrainian women who voluntarily register for conscription are equated with those liable for military service. This means that they are subject to the same obligations as men during martial law.
Thus, restrictions on traveling abroad are relevant not only for men, but also for certain categories of women who perform civil or military service.
