Law enforcement officers exposed a large -scale corruption scheme in the communal association "Kyivzelenbud". CEO Yuri Bakhmat and his first deputy Alexei Lukash organized a system of extortions, forcing contractors to pay a "roll" 15% of the amount of contracts.
How the scheme works
According to the State Bureau of Investigation and the National Police, the heads of the enterprise, together with the deputy head of the utility department, systematically received undue benefits from companies that performed work under contracts with Kyivzelenbud.
The contractors had to transfer 15% of the received funds as a "gratitude" for signing the acts of the completed works. In this case, the volume and quality of the tasks did not check.
The amounts and scale of the equipment
In February 2025 alone, law enforcement officers documented five months of bribes totaling more than UAH 3 million. According to preliminary estimates, in 2024 the organizers of the scheme planned to receive at least 25 UAH of undue benefit.
In total, law enforcement officers have established more than 10 episodes of bribes production, and the total documented amount of unlawful payments reaches UAH 20 million.
Organized bribery system
The investigation found that the scheme covered all the contractors of Kyivzelenbud and acted with the tacit consent of the city authorities. All participants of the scheme acted according to a clear plan, distributing roles and controlling financial flows.
Legal consequences
To date, members of the criminal organization are informed about the conviction of such articles of the Criminal Code of Ukraine:
- h. 2, 3 tbsp. 255 (creation and participation in a criminal organization);
- h. 3, 4 tbsp. 368 (receiving undue benefit by an official).
The investigation is ongoing, and law enforcement officers set other possible participants in the scheme.
