In recent days, another scandalous case involving the supply of products for the Armed Forces of Ukraine (AFU) has attracted the attention of the public in Ukraine.
As the economic expert reported, the "State rear operator" under the leadership of Arsen Zhumadilov concluded a contract with the company "Your Bread" for the amount of 1.35 billion without a tender. This company was supposed, in particular, to provide food for the 59th brigade of the Armed Forces But as a result, the soldiers remained hungry, because the shortage of food was 64%.
DOT gave the order to Cherkasy meat processing plant, which sells bread at twice the price of others - UAH 40/kg.
Even at these prices, supplies were disrupted. Now the contract, again without open tenders, was awarded to Kontrakt Prodrezerv 5 LLC, promising it an additional 40 million UAH.
Zhumadilov buried competitive bidding for suppliers back in the winter. Due to the constant change in tender requirements, more than one multibillion-dollar competition was disrupted, suppliers simply did not want to come to the auction.
Now DOT generally exempts unreliable suppliers from penalties for food disruption. The only fine is 0.1% of the order - nothing close to the losses for the Armed Forces.
