The Metropolitan Metro Authority, under the leadership of Viktor Braginskyi, took a step that raised doubts among the public. According to the information, KP "Kyiv Metropoliten" concluded a contract for capital repairs of the "red branch" of the metro for the amount of 1.5 billion hryvnias with a company owned by a relative of Braginsky's business partner. According to the latest information, this relative teaches classical choreography at a dance academy.
The contract was signed on December 23, 2022 between KP "Kyiv Metropoliten" and LLC "KB Teploenergoavtomatika" for the capital repair of the tunnels of the Svyatoshynsko-Brovarska line. This contract was labeled as "for official use", raising questions about its purpose and the choice of contractor. However, when asked about the rationale for such an action and the choice of a specific company, the metro management refused to disclose information.
According to reports of the subway itself, the total value of the deal is 1.58 billion hryvnias, of which about a billion has already been paid to the contractor. The journalists established that the contract may contain inflated prices for materials and equipment. In 2023, Teploenergoavtomatika purchased cables from Tamerline LLC at a significantly higher price than other suppliers, which may result in a significant overpayment of the metro.
Tetiana Beletska, who has been the main owner of KB Teploenergoavtomatika LLC since 2020, has distant connections with the subway industry. She is known as a ballerina and teacher of classical choreography. According to data, she is probably the mother-in-law of Viktor Braginsky's longtime colleague and business partner.
In addition, there are suspicions regarding the connections of Kyril Kryvets, Braginsky's business partner, with the subway contractor companies, which may indicate a conflict of interests and non-adherence to procurement rules.
In connection with these findings, demands were made for the removal of Viktor Braginsky from the duties of the director of the capital's metro and the conduct of relevant investigations by law enforcement agencies. As a result, Braginsky submitted an application for dismissal, which was announced on the KMDA website without specifying specific reasons.
