The Special Zhitlofund Municipal Enterprise, which plays a key role in the distribution of budget funds in the construction sphere of Kiev, was again in the center of the corruption scandal. The director of the enterprise Volodymyr Shariy, who is associated with financial flows, which can contribute to the preservation of the influence of former deputy of Kyiv City Council Denis Komarnitsky, still manages the KP, despite numerous suspicions of abuse.

Increase in funding and possible abuse
In December 2024, the Kyiv City Council decided to increase the authorized capital of KP "Special Zhitlofund" for a record 3 billion hryvnias. These funds should be directed to the construction of housing for internally displaced persons, military and liquidators of the consequences of emergencies. However, the past experience of the enterprise raises many doubts about the transparency of their use.
Investigation and suspicion
Special Zhitlofund has repeatedly found itself in the center of corruption scandals. In July 2022, the police completed the investigation of criminal proceedings on the expense of budget funds in the amount of UAH 761.5 thousand during the construction of kindergarten №536 on Bakhmatskaya Street in Novobilichi (Svyatoshinsky district). In total, for the period 2017-2018 the company allowed financial violations in the amount of UAH 240.47 million, and in 2020-2021-another UAH 70.4 million.
A new scandal with land fraud
In February 2025, another scandal related to land corruption in Kiev exploded. As a result of the investigation, the deputy director of KP "Special Zhitlofund" Yuri Leonov was dismissed for suspicion of illegally seizing land in the capital. This only confirmed suspicions of large -scale abuse in the activity of the enterprise.

Considering numerous violations and criminal cases, the issue of budget management efficiency in the Special Zhitlofunda is becoming critical to the capital. While the city authorities direct the billions of hryvnias to its funding, the question remains - are these funds really used as intended, do they continue to settle in the corrupt pockets?
Considering recent events, the public and anti -corruption bodies should strengthen the control over the activity of the Special Zhitlofund and achieve transparent use of budget funds. Whether the conclusions will be drawn after the next scandal will tell the time.
